Draw the outlines of shapes on hover and selection (#609)

Browse Source 
* Add hover outline overlay

* Increase selection tolerance

* Increase weight

* Only check if top intersection is selected

* Outline selected paths

* Reduce outline weight

* Increase path tool outline thickness to match hover
