Divide the large Bezier-rs implementation file into smaller ones (#751)

* Refactor bezier lib file into a separate folder

* Add better implementation comments

* Update import of Subpath from bezier-rs

* Add comment to describe compare.rs

* Remove printlns and adjust spacing
