Migrate to using MoveSelectedLayersTo (#469)

* migrate to using MoveSelectedLayersTo

* Fix dragging a selected layer with multiple selected layers

* Fix CreatedLayer overriding selection

* Fix MoveSelectedLayersTo behaviour

    * - document load keeps postition
    - zoom to fit
    - scrollbars use artboard dimensions
