* Fix error message when datapath and dataroot are not provided

Previously:
$ cellxgene launch
cellxgene] Starting the CLI...
AttributeError: 'NoneType' object has no attribute 'startswith'

With this fix:
$ cellxgene launch
[cellxgene] Starting the CLI...
Error: missing datapath
